Dave Bauer has served as president and CEO of the American Road & Transportation Builders Association (ARTBA) since 2019. Bauer joined ARTBA, which is based in Washington, D.C., in 1997, and he previously served as the association’s executive vice president of advocacy.

As head of the association’s governmental relations team, he directed the association’s lobbying, grassroots initiatives, policy development, regulatory engagement, political fundraising and disbursements. He also played a key leadership role in the passage of four major federal highway and public transit investment laws.

Bauer commands an extensive knowledge of transportation policy issues, relies on a non-partisan approach, and maintains strong relationships with the staff, the association’s membership and its industry coalition partners.

Prior to joining ARTBA, Bauer spent seven years on the personal staff of U.S. Sen. Mark O. Hatfield (R-Ore.). Originally from Oregon, Bauer graduated from Willamette University in 1990 with a bachelor’s of science in economics. He earned a master’s in business administration degree from The George Washington University in Washington, D.C.
