Randal Thomas serves as the administrator for RUC America; a voluntary assemblage of state Departments of Transportation to undertake collaborative research into systems and policy development of a potential new transportation funding method that would collect a road usage charge (RUC) from drivers based on actual road use.
Randal previously led the team which developed and implemented Oregon DOT’s RUC pilot, recognized by the Intelligent Transportation Society (ITS) World Congress as a 2013 Hall of Fame inductee – the first ever Government Awardee. Thomas formerly served as Statewide Traffic Mobility Manager and began his career in state service managing Intelligent Transportation Systems. Thomas holds a Bachelor of Science degree in Management and Communications from Corban University where he received the “Most Outstanding Project Thesis” award. He is an internationally published author of various professional papers regarding ITS solutions and traffic mobility strategies. Thomas lives in picturesque Silverton, Oregon with his wife and two children.
