Clarence Coleman is the Preconstruction and Environment Director for the Federal Highway Administration’s North Carolina Division Office. Clarence leads the Preconstruction and Environment Team, which is responsible for administering the development of discretionary grant projects. The Preconstruction and Environment Team also oversees environmental compliance for federally funded projects that go through the NCDOT NEPA/Section 404 Process and ensures the realty process for federal aid projects complies with the Uniform Relocation Assistance and Real Property Acquisition for Federal and Federally Assisted Programs (the Uniform Act).

Clarence has helped lead the development of environmental impact statements for NEPA compliance for several projects, including the Durham East End Connector (I-885), Bonner Bridge Replacement, Complete 540, and I-26 Asheville Connector projects. He also oversaw NEPA compliance for other notable projects, including the Raleigh Beltline improvements (I-440) currently under construction and improvements to I-77 and I-85.

Prior to working for FHWA, Clarence worked for the North Carolina Department of Transportation. His duties with NCDOT included NEPA compliance for transportation projects and overseeing wetland and stream mitigation projects in the Neuse River Watershed.
