Charles Rousseau (MA, MPhil) is the Director of Strategy and Planning for the Division of Mental Health, Developmental Disabilities, and Substance Use Services at the North Carolina Department of Health and Human Services, where he has also served as Chief of Staff to the Deputy Secretary for Health and as Senior Policy Advisor for the Division of State Operated Healthcare Facilities. Charles began his human services career as a direct support professional working with people who have intellectual and/or developmental disabilities.
