Helen Pinkston-Pope serves as Senior Counsel at the Georgia Department of Transportation, where she has been in-house since 2013. She specializes in providing advice regarding Public-Private Partnership and other alternative delivery projects. She is GDOT’s primary internal legal advisor for the procurement of Georgia’s express lanes projects and she provides legal support to P3 projects in construction. Before joining GDOT, she was an Assistant Attorney General, representing state agencies in construction disputes and alternative delivery / alternative finance transactions. She began her legal career at Smith Currie, representing contractors and owners in construction litigation. Helen received a J.D. from the Tulane University School of Law, a master’s degree from the University of Wisconsin, and an undergraduate degree from the University of South Carolina.
