Betsy Bailey has been the Government Relations and Building Division Director for Carolinas AGC for
nine years and has over 25 years of experience as a government relations professional. As the Chief
lobbyist for CAGC in NC she has been instrumental in securing millions of dollars in funding for public
building and transportation projects and in obtaining funding for construction workforce programs.
Betsy also serves as the Chief Operating Officer for the CAGC Foundation where she presides over the
CAGC’s construction academies, bootcamps, training and scholarship programs. Before joining CAGC,
Betsy was the Executive Director and lobbyist for the Professional Engineers of NC and served in this
same role for the NC Public Transportation Association for many years.
Before moving to NC in 1998, Betsy was employed with the State of Virginia as the Budget Director for
Health and Human Services. She also spent many years in Dallas, Texas as a Budget Manager for the
City.
Betsy is a member of the Association Executives of NC, where she has been a past board member and
has received their award for Outstanding Government Affairs and Advocacy. She also serves on two of
the NC Chamber’s committees – Workforce Readiness and the Coalition on Child Care.
Betsy is married and lives in Apex.
