Carolyn Kramer Simons is the Senior Director of State Funding Policy with the American Road & Transportation Builders Association (ARTBA). Through ARTBA she tracks and analyzes state transportation investment legislative and ballot initiatives, as well as reports on funding methods and trends. Carolyn has produced dozens of reports, resources, and presentations while at ARTBA, as well as led numerous live and virtual events.



In addition to her work on state and local funding, Carolyn also manages ARTBA's Transportation Officials Division, the Workforce Development Council, the Transportation Investment Advocates Council, and the Industry Leader Development Program.



Carolyn graduated from Rutgers College in May 2009 with a BA in Middle Eastern Studies and Political Science. She obtained a Public Relations Certificate from the Rutgers Professional Development Studies at School of Communication and Information in July 2014. Prior to ARTBA Carolyn worked with other advocacy nonprofits and interned in media. A New Jersey native, she currently resides in Alexandria, VA with her husband and two sons.
