Laura Farmer was named the Virginia Department of Transportation’s (VDOT) chief financial officer in October 2019. She is responsible for the agency’s $8.9 billion annual budget and nearly 150 team members serving VDOT’s financial planning, capital investment, fiscal management, public-private partnerships (P3s) and tolling programs. During this time, she has managed the financial implications of the pandemic and the financial arrangements for the Interstate 81 Corridor Improvement Program to deliver more than $3 billion in capital and operational improvements. She previously served as the agency’s director of financial planning. In this role, she was instrumental in establishing Virginia’s Grant Anticipation Revenue Vehicles (GARVEE) Program and provided financial arrangements around the agency’s innovative finance programs and P3 projects, including the Elizabeth River Tunnels projects and I-95 Express Lanes. Prior to joining VDOT, Laura served as a budget analyst for health and human resources agencies at the Virginia Department of Planning and Budget.
