John Boylston has served as chief engineer for project delivery at the South Carolina Department of Transportation (SCDOT) since April 2024. In that role, he oversees the offices of preconstruction, engineering support, environmental services and right-of-way, and is responsible for the development and delivery of transportation projects statewide in support of the department’s 10-year plan. Prior to his current role, Boylston was director of preconstruction from 2018 to 2024. Before that, he served as a program manager in the Charleston area and as regional production engineer for both the Lowcountry and Midlands regions. Before joining the department in 2008, he worked as a project engineer for the LPA Group and Florence & Hutcheson. Boylston holds a bachelor’s degree in civil engineering from Clemson University and is a Certified Public Manager in SC.
