Matt Battin leads AECOM’s state and local disaster resilience market for the eastern region, bringing more than 24 years of experience as a registered architect and project manager. He specializes in delivering complex, politically sensitive disaster recovery and humanitarian programs across federal, state and local levels. Matt has contributed to major recovery efforts, including FEMA’s responses to Hurricanes Katrina, Rita, Irma and Maria; Superstorm Sandy; the 2016 Louisiana floods; and the COVID-19 pandemic. His recent work includes ARPA stimulus funding and recovery from Hurricanes Ian, Helene and Milton in Florida and the Carolinas. A recognized expert in FEMA policy and project formulation, Matt provides technical, policy and risk analysis for projects involving disputed scope, eligibility or funding. He works closely with governments and nonprofits to substantiate damages, define recovery strategies and apply codes and standards to restore critical infrastructure and community lifelines.
